I’m a little afraid, that while many Filipinos (like me) are dog lovers, I haven’t heard of a pet hotel here in Manila…
Call the 3-star or 4 star hotels, I am sure they can accomodate your dog. Try Hotel Intercontinental, or Crowne Plaza in Quezon City. They allow pets, but with a bond and certain policies to ensure the safety of your pet and other considerations with other guests.
The Pearl Hotel along Taft Avenue, I know, allows pets, in accordance with their pet-policies in the hotel. Shangri-La Hotel also caters for small pets.
Call the hotels first, BUT, if your dog is a cute little puppy, and she/he can be carried along with so minimal disturbance, I dont think he will be noticed.
Try Aloha Hotel in Roxas Blvd, and other Hotels in Ermita Manila, they are 3-star hotels in the area, that can perhaps accomodate with you, in your room your puppy. Just politely ask, and who knows, they might give your pet, a first rate accomodation!

i know one. it’s near our house. it is not a pet hotel perse but they do accommodate pets. they call it “boarding house” and it’s for pet cats and dogs. it is owned by a veterinarian near our house. i live in manila near De La Salle Manila. i’ll check it out for you. =)
