Depends on what you mean by cheap. Hotwire can usually get you something in the $100-$150 per night range, depending on class. Straight bookings will run in the $150 to $250 range. Check out for packages.
I’d avoid February, usually the worst weather of the bunch. December can be nice, with the holiday displays at the stores, etc.

Try the Alexander Inn on 12th & Spruce. Nice Boutique hotel within walking distance to all of Center City.
We stay there every time we go to Philly. The rooms start at $109.00 with continental breakfast included. very clean & nice hotel
