Cheap is relative. Hotel rates in Center City can vary widely based on time of year and whether there is a convention in town.
Ages of kids would also help, as suggestions will vary greatly based on that (I’m not going to suggest a 12 year old go to three bears park or vice versa, the Franklin Institute is not for a toddler.
A good place to start is gophila.org, which has hotel packages and attraction info..

gophila.org stinks. they offer a jacked up price for the package, which includes “free” parking, but you end up paying about the same. the only place i ever saw really give a cheap rate on there was the doubletree. plug your expected travel dates into hotels.com to see what’s out there, then just go directly to the hotel ’s website for the cheapest rate. I’d say the best western center city is the cheapest hotel thats in downtown philadelphia and nears attractions. but its definitely no frills. as for things for kids, i’d go to the zoo.
