Sorry; but CHEAP HOTELS ARE A THING OF THE PAST, especially if they have what you need.
You would be wise to stay away from both of those VERY DANGEROUS cities. You would be much happier in SOLVANG, CA

Although you might not find any that are cheap, here’s a list of hotels in the Washington, DC area that claim to have rooms suitable for people with disabilities:
By the way, Washington, DC–at least the areas serving tourists–is a safe city to visit. Don’t have any concerns.
Also be aware that Washington’s Metro subway system is fully accessible by people in wheelchairs. Each station has at least one elevator from street level to the train level, and you can roll right onto a train. It’s best to avoid rush hour on the train, though… Also, most of the museums and tourist attractions are accessible, with wheelchair ramps and accessible bathrooms and the like.

You can try hotel search in where you can read hotel reviews, see photos and its physical locations through maps … filter out the hotels by Handicap Accessible etc..
Best thing is you can compare the worldwide hotel prices in any city in any country in your local currency.
